Özet: 1987’li yılların sonları şehirlerde hala siyah ve beyaz insanların ayrımı yapılıyor. Siyahlar her zaman şuçlu olan kesim olarak görüldüğü için yerel polislerde o dönemde işlenen politik, cinayet, kaçakçılık suçlarını dışladıkları bu insanlara karşı yapmak istiyorlar.
